Circle Creation by Centre and Radius

Availability:	Computations module.
Menu Selection:	From the Computations task, select the Create/Circle command and the Method/Centre & Radius command.
Functionality:	centre point
Controls:	Centre Point [Existing] Radius [Standard]
Actions:	The OK Button creates the circle and new radial point.
Notes:	The new circle created will be given the attributes of the currently defined line attribute. The new radial point created will be given the next construction point identifier and the attributes defined by the construction point code.
