Xchange SG Cadastral module

• P.O. Lots are imported as polygons along with their associated attributes.
• Island Lots are imported like other lots but additionally form a hole in their associated parent polygon.
• Points that define lot boundaries are imported on to a layer matching their point type e.g. NL, MK, UM.
