Add or Edit Local Rotations

Enables local bearing rotations to to created or edited.

Note that Local Bearing = Plane Bearing - Local Rotation
The rotation units correspond to the Angular units selected. If the Angular units are changed local rotations are updated

The Add or Edit Local Rotations dialog is accessed from the Utilities / Configure / Units / Local / Azimuth / Manage dialog.
